    The five minute version

    1. You can still reach business owners on Facebook and Instagram. Just not by job title.
    2. The B2B segments are tiny or huge. Almost nothing in between.
    3. By default, Meta treats your targeting as a suggestion. Add "Business decision makers" and the estimate doesn't move.
    4. The real controls left are location, minimum age (up to 25), custom audience exclusions and language.
    5. So your ad does the filtering now. Name the reader in the first line.
    6. Then let the lead form do the rest. Higher intent form, one qualifying question.

Targeting gets you into the right postcode. The ad does the rest.

    01The short answer

Yes, you can target business owners on Meta in 2026.

The options that sound perfect, like "Business decision makers", reach almost nobody. The ones that reach enough people, like "Small business owners", are broad. And unless you switch it off, Advantage+ audience treats all of them as a hint.

What works: a broad-ish audience, your own customer data, and creative that only makes sense to the person you want.

02We checked the B2B options in Ads Manager

Most articles on this give you a list of "secret" interests. Plenty of them were removed years ago. So we opened Ads Manager and checked.

UK, age 18 to 65+. Advantage+ audience switched off ("original audience options"), so the estimate reflects the targeting. One option at a time. Numbers are Meta's own estimate ranges, 13 October 2026.

OptionWhere it livesWhat Meta says it isUK reach

Facebook Page adminsBehaviours › Digital activitiesAdmins of at least one Facebook Page22.4m to 26.4m

The job title segments are a rounding error. 1,300 business decision makers, when Meta's estimate for the whole UK is 50.8 to 59.8 million people? Most people don't keep their job title up to date on Facebook. Meta can only match what's there.

Page admins is almost half of Meta's UK audience. Anyone who's ever made a Page for a five-a-side team counts. Useless as a filter.

The usable middle is about a million people. Small business owners, business Page admins, and Meta's B2B employee proxy (worked out from people logging in from the same office IP address). Broad, but at least it's the right broad.

The sizes in the targeting search box are worldwide. Only the estimate on the right is for your location. Easy to misread.

03Your targeting is a suggestion now

Advantage+ audience is the default for most campaigns. With it on, most of your audience settings are suggestions.

    Meta has to follow these

    • Location
    • Minimum age (you can raise it to 25 without turning Advantage+ off)
    • Custom audience exclusions
    • Language

    Meta treats these as hints

    • Detailed targeting
    • Custom audiences you include
    • Age range
    • Gender
    • Lookalikes
    Advantage+ audience on
    + "Business decision makers"
    50.8m to 59.8m
Everyone Meta can reach in the UK
    Advantage+ audience off
    + "Business decision makers"
    1,200 to 1,400

Same targeting, same account, 13 October 2026. With Advantage+ on, the estimate ignores your suggestions.

If you want Meta to stick to your audience, use the link at the bottom of the audience section: Switch to original audience options. Meta says the manual options are all still there. It just doesn't start you on them.

When to switch it off: when the audience is your whole point, like the Small business owners segment for an owner-led offer, or a retargeting audience. When to leave it on: when you've got real conversion data (qualified leads coming back from your CRM) for Meta to learn from.

04What Meta took away, and when

05What still works for B2B, ranked

    Your own data.

Customer lists, website visitors, video viewers, lead form openers.

    Use it for
retargeting, exclusions, and seeding Advantage+ and lookalikes.
    Watch out for
B2B lists full of work emails match badly, because people sign up to Facebook with personal ones. Add phone numbers and names. Meta now shows a Match score for each list.
Newer: exclusion-only audiences, which can only be used to exclude. Handy for customer lists you never want to target.

Small business owners, Business Page admins, and the B2B employee proxies (original audience).

    Use it for
    owner-led businesses under 50 staff.
    Watch out for
it's still a million people. Your ad has to do the filtering.

Advantage+ audience with real conversion data.

    Use it for
once you're sending qualified leads back to Meta.
    Watch out for
feed it page views and it'll find people who view pages.

    Lookalikes.

    Use it for
finding more people like your best customers.
    Watch out for
Meta wants 1,000 to 5,000 people in the source (100 minimum).

Job titles and the decision-maker segments.

    Use it for
almost nothing on its own. Combine with retargeting if you must.
    Watch out for
1,300 people. Too small to run on its own.

James: I'm not giving you a list of 50 interests. They change every few months. Check what's live in your own Ads Manager, and check the UK estimate, not the worldwide one.

06The ad is the targeting now

If Meta treats your targeting as a suggestion, your creative has to do the filtering.

Call out the reader in the first line. "Run a haulage firm with 10+ trucks?" Anyone who isn't that person scrolls past. Anyone who is, stops.

It feels like you're shrinking your audience. You are. That's the point. Meta learns from who engages, and if the right people engage, it finds more of them.

    Write your first line

    CALL-OUT

Run a haulage firm with 10+ trucks? Empty miles on the way back are costing you more than you think.

    IF/THEN

Haulage company owners: if your backhauls are still found by ringing round, this is for you.

    CONTRARIAN

Own a haulage firm? Your trucks are better than your website. Shippers see the website first.

Run a haulage firm with 10+ trucks? Empty miles on the way back are costing you more than you think.
    Your image or video

Are you the owner or a director?

07Let the lead form do the rest

Meta's lead forms are where you filter out the people your targeting couldn't.

    • Form type: Higher intent. Adds a review step before submitting. Fewer leads, better ones.
    • One qualifying question. "How many people work in your business?" with ranges. Or "Are you the owner or a director?"
    • Conditional logic. Meta lets an answer close the form, and that person's details aren't submitted. Use it for the obvious no's.
    • SMS verification. Meta added it in October 2025. Kills a lot of fake numbers.
    • Work email. Meta can require a valid corporate email, but only on Instagram or through the API at the time of writing. Most UK owners use Gmail anyway, so don't force it.
    • Send leads to your CRM and send the outcome back to Meta. That's how Advantage+ learns what a good lead looks like.

Conversion leads optimisation (Meta optimising for leads that turn into sales) needs at least 200 leads a month. Most niche B2B firms aren't there. Start with leads plus a qualifying question, and send stages back as you grow.

08The setup we'd use for a niche B2B business on a small budget

    Campaign: Leads
    Ad set 1

    Owners, original audience

UK. Minimum age 25. Small business owners OR Business Page admins. Exclude customers and existing leads.

    Ad set 2

    Advantage+ audience, seeded

UK. Minimum age 25. Suggestion: your customer list. Exclude customers and existing leads.

    Ad set 3

    Retargeting

website visitors in the last 90 days, video viewers (50%+), lead form openers. Including people who first found you on LinkedIn.

Creative across all three: first line names the reader (use the hook builder). Higher intent form with one qualifying question.
Exclusions on every ad set: customers, existing leads, staff.
    1. Build the exclusion audiences first: customers, existing leads, staff. Detailed targeting exclusions are gone. Custom audience exclusions still work, and Meta treats them as a hard control.
    2. Run ad sets 1 and 2 side by side for four weeks. Same creative. Compare cost per qualified lead, not cost per lead.
    3. Kill the loser. Move the budget.
    4. Retargeting runs all the time, at a small budget.

09Two UK things that change your maths

    Meta's 2% location fee.

From 1 July 2026 Meta passes UK digital services tax on to advertisers as a location fee, based on where the ad is delivered. Budget for it. (Search Engine Land, 10 Mar 2026)

    The no-ads subscription.

Since late 2025 UK users can pay to use Facebook and Instagram without ads (£2.99 a month on web, £3.99 on mobile). They're out of your audience entirely. (Meta Newsroom, 26 Sep 2025)

No CPC numbers here on purpose. They swing too much by sector. Our LinkedIn vs Google vs Meta breakdown goes deeper.

    11My take

For owner-led businesses under 50 staff, Meta is massively underrated. The owner is on Facebook. They're probably not scrolling LinkedIn at 9pm.

But stop trying to make Meta behave like LinkedIn. It won't. 1,300 decision makers is not an audience.

Go broad on the right kind of person, write an ad only they would stop for, and let a good lead form throw back the rest. For anyone selling into bigger companies with a buying committee, LinkedIn's still the right tool. Use Meta to retarget the people LinkedIn already found.

    12Common questions

Can you target business owners on Facebook in 2026?

Yes. The most useful options in the UK are Small business owners (1.2m to 1.4m people) and Business Page admins (about 1.1m to 1.3m), plus your own customer and website data. Use original audience options if you need Meta to stick to them.

Does Meta still have a "Business decision makers" audience?

Yes, under Demographics › Work › Industries. But when we checked on 13 October 2026 it reached only 1,200 to 1,400 people in the UK. IT decision makers reached fewer than 1,000.

Is job title targeting on Meta accurate?

It's based on the job title people put on their Facebook profile, and most don't keep it up to date. The two "Managing Director" job title entries together reached 33,200 to 39,100 people in the UK when we checked.

What happened to detailed targeting exclusions on Meta?

Meta removed them from ad sets on 31 March 2025 and from boosted posts on 10 June 2025. Custom audience exclusions still work and are treated as a hard control.

    Should I use Advantage+ audience for B2B?

Once you're sending real conversion data back to Meta, test it. Until then, remember that with Advantage+ audience on, your targeting is only a suggestion and Meta can show your ads to anyone in your location. Use original audience options when the audience is the point.

What's the best Meta targeting for B2B lead generation?

A broad-but-relevant audience (such as Small business owners), your own customer data for exclusions and seeding, creative that names the reader in the first line, and a Higher intent lead form with a qualifying question.

Is Meta or LinkedIn better for reaching small business owners?

For owner-led businesses under about 50 staff, Meta is usually cheaper and the owner is there. For bigger companies and buying committees, LinkedIn's company and job title targeting is far more precise.

Why does my Meta audience estimate show the whole country?

Because Advantage+ audience is on, so your detailed targeting is a suggestion. Switch to original audience options to see the estimate for your actual targeting.
